Ours is an early “M” model, always been the outboard location. I dont see how the inboard fill could be incorporated as the bladders that I have seen, only have the corresponding rings lined up for the outboard fill location. IIRC the inboard location is for the shorter range “stock” bladders.
IIRC, Lycoming/Cessna used the higher compression configuration, but lowered the redline to 2300 RPM. Seems if You turn it back to the 2600 red line, that is how they got the 30 extra ponies.

I would scrupulously clean all cable ends and connectors. Also, check to see if there is any corosion visible or resistance in the cables at all.
